Shady... Slim shady... OP please listen, I'm not trying to white knight the thread but if you pay cheap and expect to rank in 1 month you're going to be spammed ranked. You will have automation on your tier 1 links; in simple terms, if you want to rank to page 1 with a low investment, you're going to churn and burn. If it's a small comp keyword, maybe ranking doesn't require spam, but just be careful.

Read Moz's beginner guide to seo and if you still need seo help, reach out to someone reputable on the forums, including me ;)
 
What budget are we talking about here and which are the keywords you want to rank for? This is very important if you want a proper seo report. And keep in mind: "if you pay peanuts, you will get monkeys". There is no good cheap seo for competing keywords.
 
OP as the saying goes, you get what you pay for! If you have a monetisation plan for the site then you need to be realistic about what you are willing to pay to get the site where you want it, otherwise you are going to end up wasting that small budget.
