Before you start hiring someone ask them for their plan on how to rank you websites.
A good company doesnt only go about spamming your anchors/backlinks, you even risk getting a huge penalty and losing it all.

I would recommend you hit up the guys at rankcrusher.com, they offer seo packages with different tier backlinks, they dripfeed it and dont spam it in a couple of hours. But not only that, if you contact them you will find out they can do onsite and offsite seo for your website. They can check out your competition, they can analyze your own site, and they are known for their succesfull campaigns on some of the top ranking websites these days. They dont just sell you a package and thats it.

I've been working with agencies for over 10 years in a commercial setting and now work as head of the SEO department in a UK agency. I can give you my honest opinion about what to expect from an SEO campaign and as a freelancer i'm fairly cheap, but the budget totally depends on your expectations. If the product is good and it looks like it is successful i'd look at the possibility of a revenue share too, as this supports my confidence that I know what i'm doing and we can make a success of the project.
