People you do not need to worried too much, there are a lot of people who even offer seo services for 100$ per month. So this is not so strange to hear about such a service provider. Any one may see the quality of work for only 100$ budget.

I tend to agree with a lot of folks here. Any "Expert" in SEO is easily making over $100k a year (im sure most are making a lot more than that) and would be losing money working for $100 a week.

Only way I see it working is if you have someone who is an expert and is making a lot of money but has software/networks setup to offer SEO services for cheap while outsourcing the work or utilizing the software/networks.

Not every SEO expert is making $100K a year. You are all way wrong here.

To be an expert doesn't mean to make the money... I know very stupid people who make $100K a year. And I know also people with such a computer intelligence that they can master all the BH tools in one week, maximally! And they are working on universities, for some shit $800 per month.

To be able to monetize your expertise is a special skill that just few have. And it has nothing to do with the expertise in SEO or expertise in any other field. It's a skill itself. That's why I am pretty sure OP will find many people being quite good in SEO and interested in his project.
