Looking for safe white-hat back links for a local business

Need to rank this dental office in the local results (snack pack). I already built a ton of local citations. What other kind of backlinks can I build? I would want to pay you monthly to manually create very safe high quality backlinks for this dental office. Please let me know what kind of links you can create and how much you would charge.

I'm not doing this as a service, but if you want to do it yourself and not hire someone you can start with some high quality web 2.0 accounts with 2-3 good articles that will link back to the main site, also do some social media, g+ shares and +1s are very good, facebook shares on groups, twitter and pinterest posts, linkedin pulse is a good place to post 1-2 high quality articles as well.
