Now a days paypal very strict they can catch maximum ips and dont accept many phone number like GV.
You can use any residential proxy provider all are okay like anynomous proxies

For PayPal, use 4G. Residential Proxies are abused and recycled. Soon enough, Residential will be only as good as Datacenter.

When you buy proxies seller gives you ip/port/login/password and link to change ip (for mobile proxies). Insert this information to your soft (antidetect browser, for example).
The other way is to create proxies buy urself using Android phone, it’s cheaper. There is service to make proxies.
