Looking for reloadable VCCs that support refunds

I am looking for a VCC that is reloadable, supports 3DS and ideally the provider should also have its own website or at least a store (i.e. not a TG store). In addition, the cards should also support refunds and the website should also be able to refund the deposited balance.
