Looking for reliable offshore dedicated server that allows for reasonably mailing

Sending to scraped, but targeted lists. I've been looking at a few options around $50-$70, want to make sure it is offshore and doesn't have a problem with mailing.

Not spamming, all emails are compliant and targeted to specific niches, have been using this method for years via outsourcing to other bulk mailers and they have never had any issue with sending my lists with a reliable inbox rate and not too many bounces/complaints or anything like that.

Now looking to have set up in house and get my own server on recommendation of some of them.
