I've tried getting people with high users to reblog my posts, and it didn't seem to help with followers, just with notes. Its a lot like using hashtags, I feel like I just get a lot more bots and not enough of the people I am trying to reach. Is there something to this I'm not understanding? (I only work with a few SFW tumblrs)

You probably got fake notes. You should be getting new followers from the reblogs. That's how I boost brand new accounts and it works perfectly.
