Looking for real help, 25k$ still blocked in PAYPAL

Hello people.
I've hired two people in here to make documents for my stealth paypal in Latvia. Just escaled my issue to get my funds, but they said they did not received correct documents.

I've sent:
-A passport
-An identity card.
-A proof of address.

I have spent more than 200$ CAD for documents and now I require someone to help me and I will pay him a good amount ONLY if it work. I can pay up to 1000$ if it work.
