Looking for Quality SEO Provider for Ecommerce Site

I own an ecommerce site and need to rank page 1 for the following keywords:

wholesale handbags
handbags wholesale
wholesale purses
purses wholesale
wholesale fashion handbags

I have no known penalties but rankings have suffered since Penguin 2.0 update, due to overoptimization, and bad anchor text ratios.

I'm done experimenting with BST packages as many of them seem to rely on spammy 2.0 content that has done little more than populate my link profile with poor low quality links. What I'm looking for in an SEO provider is...

1. Someone with knowledge of ecommerce site best practices and can provide me with onsite analysis and recommendations for improvement.
2. Quality backlink building with decent article writing with a majority of the linkbuilding done on niche related sites. The key is QUALITY over QUANTITY.
3. Solid grasp of anchor text densities to achieve optimal rankings.
4. Monthly analysis of my performance, looking for weakpoints in my SEO profile, and then addressing those weakpoints directly.
5. Good communication and good reporting of the work done for me to review on a monthly basis.

Basically, I want a dynamic seo service that will evaluate my site on a regular basis and address my needs and strengthen my seo profile. I am NOT interested in a cookie cutter plan that will provide the same link package every month. Immediately, what I need addressed is diluting my backlink profile to fix my overoptimization and start from scratch. My budget that I'm willing to work with is up to 1,200 USD a month. I'm looking for people with good reputations on BHW or various other SEO forums, so please understand I'd only consider you if you have a great reputation on the forums. Also if any other members know of a good SEO provider to recommend to me, I'd greatly appreciate it too. Thanks.

With that kind of budget cant you hire a VA and have them do tasks for you by hand?

Also you can sprinkle in some guest posts here and there, it looks like there are a couple of quality providers out there for that.

If I had that budget I would manage it myself and hand pick what I want my VA to do and then sprinkle in Guest posts and press releases to the mix.

But that is if your on site seo is tight of course.

Thanks for your suggestions, but what I'm looking for is an SEO expert that has a solid reputation and proven track record. I'm no expert myself, I'm still learning the SEO trade, but by no means would I be able to manage a VA and have him do things that I know will be effective in getting me results. Or else, I could probably save myself a ton of money, lol.

Thanks, I appreciate the realtalk, but I figured I would be upfront with my working budget so I can attract both the swindlers and the reputable experts on these forums right? That's why I am only looking for experts with a great reputation on this forum, or other forums, possibly run their own SEO company with a website that I can check out, and also google searching (aka background check, lol).

Here is the thing, you are on a site called BLACKHATWORLD, while there are many experts, the fact that you are new will hurt because you will not be able to tell the real deal from the fakers on here.

The problem with that is most guys work on earn and burn sites, ranking for short time and then killing the site and starting over. With E-comm there is typically a big time and money investment with the site, so dumping it is NOT an option, how do I know?

This is precisely what I do, E-Comm.

My suggestion is find an on site expert to help you clean up on site then just manage the link building yourself. I know you dont want that but you MIGHT be sorry if you dont because before you know it, your site is crushed with no hope of ever coming back..
