brightdata's format is something like customer-[id]-country-us-city-dallas in the username field.
oxylabs uses similar query params. decodo (formerly smartproxy) also has city targeting.

if you need 100% uptime for uninterrupted sessions those providers have backconnect pools with SLA guarantees.

just note that city-level targeting reduces your usable pool size significantly so expect higher latency and lower availability the more granular you go.
