Looking for static residential proxies that are not listed on the "Proxies for sale" category

No crap already used for scraping
I don't care about the speed as long as they're not blacklisted by my target website
Rotating can work as well only if it allows for 24h+ sessions

Nothing really comes to mind, the 24 hours + rotation time is gonna be hard to find with everything else
 
What about that you list your target website it's not super secret.

You can find the Static Residential proxies which are not blacklisted at all. It all depends on the provider and your use case.

There are websites to check blacklist prior using.

As provider sell monthly plan and not daily.
So low key provider are oos and to keep high quality product they avoiding rotation and daily proxies.

You should check for ISP proxies on google or proxies company oriented sneakers.
I can suggest lemon proxies, donuts proxies, blue magic … but I think all are not offering rotation
 
What does a diamond quality mean? buy a fresh PRIVATE proxy and it won't be already blacklisted unless you will do so.

It is still not "the best" considering you are better with a mobile proxy in most cases.
