As title states, looking for a programmer that knows how to lower the load time of websites, Wordpress, must know some java or know how to combined java files together to lower load times. Add me on Skype - Bizzoyce for more info.

Use a cache pluggin and optimise all images in photoshop.

even change host

It is not worth reprogramming anything for load times unless you are going to save ALOT. I doubt you will with standard WP.
