Looking for programmer experienced in JS/JSQuery/PHP

I'm looking for someone who would be able to construct a tool (and possibly more in future) for a website I'm planning to build. The rest I can do myself, but I need someone who would be able to build an odds matcher.

This would involve creating a tool that checks live odds at bookmakers and matches them. eg. Bookies A has a 2.5 odd, Bookie B has odds of 3 and Bookies C has odds of 2.7. We're using A as the bookie we want to match with, so the closest one would be 2.7.

We have done in past this kind of works for client odd and even calculation ..like list the names of the players up for auction. then any of the owners in this league can place a bid in the next column next to a player's name, and then another "maximum bid amount" in the third column.
