Looking for price check on website design

Hey, I want a website designed, but I do not know the appropriate price for the thing I want, and would like to ask for advice on what to pay. Please note this is not a WTB thread, but asking for advice on a price point.

Nice design, do not care if it is a template.
Login handling on small scale
Each user can get a small "payout" based on X amount of screenshots provided/approved.
Each screenshot would be proof of them downloading an app
