Which are the networks allow tech support campaign ?

Redirect.com, trafficavenue.net, doublepimp.com, adsterra.com, adcash.com
These are the ones that accept TS but the ROI is very low. For a much higher ROI you need other sources that do not accept TS + a cloaker.
