Currently for popunder I get $0.4 CPM for mostly east european countries and some germany if you know any better network please recommend thank you.

You should test and find the best for your traffic. For example:

HilltopAds, PropellerAds, Adsterra, Adcash, Admaven, Mgid, Popcash.

I have a positive experience with popcash. Great CPM, though mostly US traffic (like 50% of traffic and the CPM is in 1.0-1.5 range). I am guessing that for you it would be around 0.5-0.7, you can try it for yourself.

I am using Popcash when I need to buy cheap popunder traffic (their minimum cpm is only $0.2 . For push, Id say to give Mondiad a go, it`s another network managed by them and had some promising results in my tests. Let me know how it works for you if you decide to test them!
