Looking for more information on incentivizing offers

I'm new to the incentives scene, but recently found an adult dating type offer that allows this.

My questions are around services, scripts, or techniques to incentive offers like this. These are actual sale type offers, so just paying someone to fill out a cpa type offer isn't an option.

I wouldn't mind paying cash back to the person doing the offer, but I'm not sure that wouldn't be fraught with risk. I mean it's not like I can just paypal everyone that signs up to some offer I'm promoting. Maybe there is something else of real value that I could offer as an incentive?
