Looking for mass mailing partner

I know how to get quality targeted active email lists which takes sometime but, I can gather like 2k a week. Remember, this is quality! The only problem is that they have not opted in anything. So I do not know how else to mass send them emails. Anyone specialized in sending emails wanna JV?
