Looking for mailing services + opt-in list

You guys know of any company that sells mailing services + (opt-in) lists ?

Looking for a one-fits-all solution, does such a thing even exist?

I found blast4traffic dot com and safemailservices dot com but ther frontpage looks a bit scammy to me..
