Mate, he wants to increase customers by improving his ranking, so thats why he is opting for a link building service

Even better than a link building service would be to learn how to create your own private blog network. You'd have full control over it and don't have to worry about it getting uber spammed out. It doesn't take much time to learn and you'll be glad you did.

Decide what link building you want to do, how best to do it, then look for a link service to suit your needs.

Don't just use link service because it says it works post panda/penguin.

link building is not a bad idea. but you have to keep something in your mind, like you have to link some good website which have good pr and nice traffic. which is very important from seo point of view.

yes now after so many updates of google panda and penguin updates you should do quality link building which give you some good backlinks and try to update your content on regular basis.
