fiverr, I got 4800 likes for only 15 dollars.
Actually anything you need for youtube (except accounts) you can find it on fiverr at a cheap prices.
I have recently purchased:
subscribers, 500 for 5 bucks
favs: 500 for bucks
views: A guy who has and FB fan page and Twitter account with many many followers. They post anything you want in their pages once a day during a week. Post one video there and got more than 8.000 views. 5 bucks
Also you can find good gigs that combine favs+subs . Please, do not ask me in PM for links, just search them on fiverr .

"likes" are not that cheap anymore. since youtube changed their algorithm for checking 'likes' (about a week ago). I'm 99% sure you cant find someone that sells 1,000+ likes for $5 atm.
