i'll be using a white hat method for cpa offers, i'll apply it to my main site so i wanna make sure that the offers actually working and they are not buggy or something.

It looks to me that you're actually looking for non-incentive offers just want to try out the offer before working with it, correct? It should be fine as long as it's just a test. You can use any network's offers, they'll most likely allow this.
