Looking for IG automation expert to send mass DM's to targeted audience

I am looking for someone who can help me reach out to a mass amount of people at once on instagram or any other social media platform. I am in the legal cannabis industry( company name is "trufflez" based in los angeles california )and since i cant rely on normal marketing techniques ( google and IG ads are not complaint with cannabis even though we are legal), I have to rely on mass automation. I already extracted a targeted audience and websites like jarvee cannot suffice my expectations. I had a developer that tried to create a program that was able to send 100 DM's on instagram per account. Since IG AI is quick to shut down spam the program limited each account to send 100 messages and everytime the program switched IG accounts it also was expected to change proxies as well so it will remain undetected from IG's AI. The goal was to send 10,000 DM's a day so with this formula of sending 100 DM's per account ultimately we needed 100 aged Ig accounts for it to work. However the developer was unsucessful with making this program. Is there any one that can help me with this ? I'm looking to pay a service for mass DM's or create a program i can use to mass DM a target audience. I will be content with sending anywhere from 2,000-10,000 DM's a day at this point.
