Well then the only resort you have is to get their iClouds password via social engineering, there are website that sell info about the phones imei, you can get their email, some secret words too, but they have to be stupid and give you the password

Yeah, i've seen price going from $80us to $200+ but they have some condition to follow.

I have found about this guy chronic unlocks, it seems legit but unlocks take up to 40 days and its over 150$ :/
That guy is a known hacker on the iOS scene and thus he can be trusted, but your device has to be only iCloud blocked and if it is reported as a stolen device he says he would call the police but I highly doubt that.

AFAIK, there is no one who can provide unlocking icloud except apple itself, that too after verifying the ownership of the phone.
