The minute you go private network - you are Black Hat.Google HATE link networks more than they seem to dislike spam.
Read a penalty notice, and the only sort of link it ever mentions are "private and link share schemes to game Page rank"
People mistakenly believe Penguin to be anti spam.
It isn't. It never was. Googles standard algo is there to weed out spam. Penguin and manual checks are to weed out "un-natural" links
SE's have made the connection that spam = unnatural - and while their is some cross over between the two, they are NOT the same thing.
Google will tolerate a surprising amount of shitty spam - they won't tolerate link buying or sharing essp when high PR is involved.
Not saying don't do it. Not at all. It works really well (which is why Google hate it) but if you get caught - you WILL get a penalty notice and Google put a lot of resource to finding these networks.
Risk V Reward...everyone has a different risk aversion level. Just depends what yours is.

Google TOS doesn't expect you to raise a finger on your off site SEO or manipulate/build your backlinks. If you ever comment, blog for backlink, social bookmark, create profile for your URL, post blogs with anchor, web 2.0, wikis, doc sharing, blog network, private network e.t.c then you are a party to black hat. In the real sense, true white hat only exist for sites like Fiverr, eBay, Wikipedia and the likes.. Whether you are buying or building the link yourself then you are guilty of black hat.
You either sit down and wait to see your ranking plummet or do something positive (blackhat) to keep you afloat on the SERP.
Google mention private network in their penalty notice because it works and it's there biggest problem till date. It's going to keep working so long as you keep them private and not publicly share or run them like the BMR (penalized) and other forms of blog networks been offered on the forums.
Unfortunately, many people don't understand the difference between blog network and private networks..

Google Penguin is a code name for Google algorithm update that was first announced on April 24, 2012. The update is aimed at decreasing search engine rankings of websites that violate Google's Webmaster Guidelines by using now declared black-hat SEO techniques involved in increasing artificially the ranking of a webpage by manipulating the number of links pointing to the page.
The number one goal is to wipe out low sites with crappy links.... See the low sites underlined.... If you have predominantly crappy (spammy) links then you are bound to suffer a negative setback on the SERP.
Penguin is tailored towards spam because that is what over optimization of anchor does. Only spammy links can do that and only spammy sites get hit..
If all your links are spamming links then you stand a big chance of getting tanked but if you have some authority links linking to your site then it all boil down to your anchor diversification.
There you go making Google algo look like a human.
How would they know you bought the link?

Okay, tell us... Which source of backlink is easier to clean up in time of trouble? Thousands of links that can't get you on page 1 or 2 to 5 high pr links that ranked you on page one comfortably..
