Might I suggest either:

1) Do a google search on something like "css templates free" and visit the pages. Most of the sites have better quality paid templates that normally don't cost of $50 or so. Search the different sites till you find one you like and buy it. Saves a bunch of money.

or

2) In your search above you'll find ads for people who will code a site from a png or other similar file. Contact a few to see if they can work from a screenshot instead. Costs are around $100 or so. Again saves you a bundle.

Or do both.

I know someone who does templated sites for $350. pm me if you are interested.

I probably should have mentioned that the company that needs the site is a multi million dollar travel company - Templates don't fly. This is one HUNDRED AND FIFTY PERCENT original work - The coding alone for the back-end has taken over six months to automate most of their workload and ive now had four designers flake out (as designers often do) and I'm reaching out to all of my online communities and social networks to see if there are actually any talented individuals out there anymore.

I only mentioned noir luxury because its sleek and decent looking - its not going to be a duplicate of that, its going to be mostly original, just keeping some of the basic flows of that site (as well as millions of other travel and luxury sites). If anyone is interested, PM me.
