Generally you are better off finding a list that is niche relevant or just a general list of your own sources as any list that people are willing to share will be spammed just like all other public lists.
I have always preferred using a list created by myself over one provided by someone else purely because my own list is unique to my own websites and therefore is not creating a footprint like everyone elses.

Toolbar PageRank doesn't even matter anymore, you're much better off actually making useful comments on recent posts on authoritative sites in your niche and don't bother worrying about PageRank.
If still want to blast a bunch of comment links on high PR pages though, though then you'd better learn to use Scrapebox.

Try to get .edu sites for backlink. They are permanent and effective 
If your searching by niche, then use offervault.com and enter the niche.
Collect all the keywords and do a research with them for an hour or two.

You can easily find high PR websites relevant to your niche through Scrapebox. Harvest the list of websites and then filter out the high pr ones via using SB addons.
