Looking for help with Penguin recovery

I have a site that has been hit pretty bad by the penguin update and need some advice on what to do about it.

I think I have an idea on what needs doing but, I'm concerned that I might do more harm than good, I'm willing to pay for someone to have a look and give me pointers on what needs changing.

Link diversity in linkbiulding and Link Density of about 1,5 % onpage , and Unique content ;)
 
Beware with your money, a lot of people will take it and promise the world. The truth is, the update is new, nobody really knows exactly how to beat it yet.
 
Thanks guys for the free advice. I have checked the on-site keyword density and my pages are around 1.5% with unique content.

I think I have a problem with my on-site linking structure, say my keyword is "driving license"

In the sidebar I have:

-> advice articles
--> driving licensing
URL-> what is a driving license
URL-> driving license the basics
URL-> what is driving training
URL-> training for the driving license
URL-> finding driving courses

--> drink driving
URL-> what are the dangers of drink driving

and so on.

And the URLS for these pages are the same as the anchor text. Would this look spammy?

I know it's pretty hard to tell what has caused such a massive decline in rankings but, I want to make sure there is nothing obviously wrong.
