Looking for help re attack site

There's an offshore attack site that keeps showing up in my Google SERPS. It's a personal attack run by a guy who spends all his time victimizing people online. I'm wondering how I can go about finding a hacker who could insert a <meta name="robots" content="noindex"> meta tag so the page stops being crawled by search engines?

This isn't a hacking forum, and I would hope you ethics are a little better than that.

if he is copying your site with bots or any form of automation and ranking it, just add a cannonical teg to your site, and let him waste his time
