Looking for help building a youtube tool

I'm new to the forum but have been in the Youtube space for well over a decade. I'm looking for help from a reputable and talented coder to build a tool that I can use privately and secretly to blow up youtube channels I think deserve it. I already know the tool I'm looking to build will be complex and take a budget depending on the functionality and the desired outcome. I'm open to suggestions if you guys think there is someone I should speak to.
