I am looking for .Edu and .Gov backlinks builder tool. Please suggest me if their is any such type of tool exists.

I doubt you would want a tool for that anyways. When you get into high PR links you want quality and unique anchor texts. If you seriously have too many .gov High PR links maybe explain how you obtained them.

OP, use SEO spyglass to spy on your competitor's backlink and then filter out their edu, gov links.

Well i had very low success with scrapbox !! Almost down to 2% ! not sure if i was not doing something right
