Looking for good affiliates

Hi, everyone, i am affilate manager and am looking for some good affilates, does someone can suggest some methods to enroll the high quality publishers?

1) Get your program on the main networks and get a decent management team in place there who will grow your program
2) Get on the main affiliate websites eg. Quidco, Ipoints, Rpoints, Nectar etc etc
3) Get to the events. A4U, Cap Euro etc
4) Get on all the forums - start with A4U
5) Offer a stupid land grab commission for a limited time (loss leading) and put it on the forums
