You'll get more trouble with no content, if it's not with cpa network it will be with the host if it's not it will be with domain name. So you really need a content to keep it alive

I advise you not to block the entire page but rather to embed a fake movie player in each page. Visitors play the video and after a predefined time, the video stops and the content locker appears. However, I don't think this kind of method is allowed with content locking, so first, ask to your manager. Instead of the content locker, I use a custom modal that popup with a button that redirects to the CPA offer (CB, direct offer). Regarding the player you can try tools like this: VideoJs (free with event listeners), PlayerJs (need a subscription to use event listeners).
