First rule of verification on Facebook is that you should have your page on these 3 categories
1.Celebrities and public figures
2.Global brands and businesses
3.Media
Second rule is to have a web page linked to the fan page. and post some links from that web page to your fan page.( web page should be with the same info's as the fan page including about and impressum)
3'rd rule is to have a full bio and Impressum and some basic info's about what how where and when.
4'rth rule is to have a FB profile that has as primary email the email from the web page attached to FB Page
Then you can apply for the verification process.

PS: if you make anyone verify your page don't forget that he is the main owner in Legal way of your Facebook page and he can get access or take the page from your hands anytime just by writing a ticket to Facebook...

No, he means fan page verification. Apparently verified fan pages get a higher reach.
