Looking for expired domain method expert

I prepare to start new seo project with expired domain and I'm looking for an expert who can be my consultant handling the full process.
The following experience is needed.

- Access domain's link profile
- Experience in godaddy auction
- Rebuild with wayback machine

It would be cool if you own a website rebuilt and already rested (so ready to use). But now I'm just looking for somebody who can help me to analyze competitor's blackhat method and make a appropriate plan.
