Looking for experienced PHP programmer with good understanding of APIs

First off i'll start by saying i have a pretty nice budget for this project, so keep reading.
Project is basically creating a white label site for a virtual credit card supplier.
everything is done using their very friendly API.
I am looking for programmers that:
1. Can start working immediately
2. Can work long hours and finish this project in a timely manner (1 week would be my expectation)
3. Are communicative over skype.
4. Proven results, lots of experience.

Budget is around $1500, some basic configurations has already been done (server is configured, HTML template is installed)
