Looking for experienced Backend coder for website- PHP or Python

Hi I am building a site and in need of a someone to do some backend coding because the site will be dynamic. The site will be similar to googleplay with some differences such as-

-Users can review products without registration (they can use email or social media accs)
-I want reviews to be moderated i.e I should be able to check them first before they get published
-Links will be disabled in the reviews (like IG)
-Not more than one review for one product from the same email/social media acc.
-There are stars reviews for each product

And some other small details
