Adjal (google it that way). Most of them are for Spain and spanish speaking countries but there are also some for Italy and France.

It means you are not allowed to use natural search to drive traffic to the offer. Maybe they could accept email, banners, social media etc, but not search.

Daisycon (best network)
AdPepper/Webgains
TradeDoubler
M4N
Scoot Media (large one - Dutch white and yellow pages owner)

And can somebody in return please help me with the best US affiliate networks?

TradeDoubler, Buy.at, Zanox, AffiliateWindow are all pretty solid European affiliate networks.
