Reach out to accounts in your niche (smaller or bigger ones) and ask about it, there are multiple groups in IG itself that exchange likes and comments, you can start by doing 1 on 1 with an account in your niche, expand to more accounts while doing it and you can create your own group yourself, it's pretty common for a while now.
