We have a large number of stealth accounts that could be used for this. Not sure if this is quite risky or not though

Just so you know, virtual gift cards are very often targeted by scammer buyers on eBay. Since they can get the gift code form you pretty fast, they use hacked PayPal funds to pay. So be careful with those, try not to provide the codes too fast.

if you provide stealth account i will do all the work and still pay you. that seems to be the best course.

You can't sell digital items (keys, codes, vouchers) on Ebay US

You CAN still sell on eBay DE

I used to sold tons of vouchers and banked about $20k/m and my both eBay and PP accounts have been banned.

Yeah, that's why you could make stealth accounts and switch to eBay DE? That's a pretty impressive profit you made there.
