4 year degree in comp science and working in the web industry at a senior (read: expert) level is still a $24,000usd/year job in the philippines.
So there is some realism for you there. You aren't going to get someone at $3-5 who isn't doing something such as VA type work but you can find people who are skilled and don't have those higher end jobs who will work a little cheaper than what they would pay.

Now that said, what kind of projects and budgets do you have? I could use some ongoing work, income stability and am willing to work hard to secure that.
