I know you want a specific recommendation but I wouldn't bother my dude. Fuck other peoples suggestions; half the people who reply to these kinds of threads are promoting a site they are affiliated with in their forum signature. Not to mention the quality or pricing of services can change any day so any recommendation posted here could be outdated.
Instead of vetting recommendations, just go to the marketplace: https://www.blackhatworld.com/forums/social-media.200/ go down the list and open every smm services panel thread that advertise YouTube services. Most have comments and comment engagement services available.
Pricing and minimum/maximum order quantities change frequently. I'm not sure about comment engagement but custom comments usually go for around $30 USD / 1000 on the low end with minimums in the 10-30 range depending on the site. Most smm panels are all selling the same custom comments that are priced cheaply so go for whatever site is currently priced the lowest that has no recent negative reviews for related services on their thread. You should open a ticket on sites you're interested in and ask if they offer trial credit as most will give a couple of dollars for you to do a test order before you make a deposit.
