Looking for consultant to run a competition analysis

I am looking for someone really experienced with blackhat seo, as i need some help getting ranked above competitors on the brand name (they are stealing the traffic). They do some cloaking (intext command, shows 3K results in google), putting links on .edu sites etc, as the tools don't show many backlinks and don't have a crazy amount of content.
