Looking for consultant-manual spam action

Hello I have tried to do things right for the long term, but google slapped me with a manual spam action, I want to fix things and put reconsideration request. I am looking for a consultant to tell me how to set the site up ( or least offer direction ) , I know the whole spiel ,make your site interesting to visitors and different but I am in a fiance niche and a site cannot get any more boring.
