No Xrumer , all other seo tools is ok , if you already used xrumer you will know this type of vps will not handle it ... for xrumer you needs dedicated server .

All windows RDP can install .net programmes plus comes with RDP. Check here in marketplace. I run my seo tools in green clouds and solid seo vps
