i am looking for cheap and best html website developer. i want to design a website like competitor our budget is low because our competitor site is designed in html.
that is why i am asking for cheap n best developers.
budget around $30-$40 for 1 website budget.

Cheap n best does not go well together, there are really good guys here but they are not cheap, but then again there are cheap guys to and not that good, maybe just copy/clone and edit your competitors page instead in terms of colours and text copy.

In this budget I would say use. HTTrack on your competitor and use ChatGPT to make changes where necessary.
