Looking for cheap and proven site for mailing

I am looking for a proven and good site for E-mail marketing.

I am currently using the Benchmarkemail site and I'm satisfied, but unfortunately it seems a bit expensive. At the moment I am using a free plan (up to 2 000 recipients), but I would like to develop marketing in this area. Increasing the number of recipients to 15,000 (I need about 10-15 thousand) is the cost of $ 106.99 per month. It seems to me that this is a fairly high price, because I usually send advertising e-mails 1-2 times a month.

Can you recommend a website that would be cheaper? Here's what I need:

1. Possibility to create several lists of recipients (standard)
2. Easy import of recipients from a .csv file (standard)
3. Uncomplicated e-mail editor, preferably one in which the whole concent is made of block elements
4. Not blocking your account for stupidity, Benchmarkemail has never been a problem

I also used the MailChimp website, but Benchmarkemail is clearly better. I will be grateful for the recommendation of the websites you use.

From what I see, both MailChimp and SendGrip are clearly more expensive than BenchmarkMail.

Perhaps, however, what seemed expensive to me is cheap compared to other services Probably it is a normal price for so many customers. So I have to think about whether it makes sense.
