For my offshore needs, I use a server on offshoreracks.com. Have used them for about two years now.

Based on my expierence in this industry for 7+ years now i have always trusted hosted00.net - they were private before, i used them for 4 years and recently they came public under hosted00. best prices you can find, and never dissapointed with there service. support is awsome too. i think they still have a promo for 20% new customers (promo code: HOSTED00NEW)
i actually have 3 servers with them, couldnt find anywhere else to match the quality and price they do

I checked the list and I can tell from my personal experience - 2/3 hosts will kick client after serious complaint. Most of companies - resellers, they do not have their own data centers, so they can't guarantee anything. Very few companies in the world can provide true bulletproof services, but the price will be very high. Why? Ignoring complaints - very high risk. Very high risk - very big money. Like a drug sellers - they take own risk for very big and quick money. Please understand, that there nothing different, because one day whole illegal business can be ruined by officers if they get call from government. Cyber criminal hubs do not honor anyone.
