Looking for Bulk Email Solution

Hello,

I am looking for a complete bulk emailing solution.
-IPs.
-Server Setup.
-Dedicated server for the emailing.

I am going to be sending optin emails only. The list can be a little bit aged so I would like to know which email verifying solution I need to use too.

If you have advice or a solution to send up to 1 million emails per day, please let me know.
